Given the unprecedented situation Europe has been experiencing due to the Covid-19 outbreak, the European Commission considered it helpful to clarify in this context the rights of passengers when travelling by air, rail, bus and coach or ship, as well as the corresponding obligations for carriers.
For this purpose, it has published guidelines for the interpretation of four EU regulations on passenger rights: see the European Commission Communication of 03/18/2020.
